+WIOA Youth Program
The WIOA Youth Program is designed to educate, train and support young adults, ages 16 – 24, for a career in one of our region’s leading career pathways. Qualifying young adults will gain the academic skills and training needed to succeed on the job, in college or in the military. Services include:

- Paid Work Experience

- Supportive Services

Job Corps is a free education and training program that helps young people learn a career, earn a high school diploma or GED, and find and keep a good job.
+Vocational Rehabilitation
Vocational Rehabilitation helps young adults with disabilities and barriers to employment build self-esteem; develop teamwork, communication, and leadership skills; and prepare for employment success and life as adults. This includes individuals who may be:
- Out of school
- Low income
- English language learners
- Juvenile offenders
- Homeless
- Current or former foster care recipients
- Pregnant or parenting
- and many hidden disabilities
VR also provides pre-employment training for students with disabilities, including:
- Job exploration counseling
- Work-based learning experiences
- Counseling on post-secondary education
- Workplace readiness training
- Instruction in self-advocacy
Adult & Dislocated Worker Employment Programs
+Workforce Innovation and Opportunity Act
The Workforce Innovation and Opportunity Act (WIOA) is designed to help job seekers access employment, education, training and support to succeed in the labor market. As well as to match employers with the skilled workers they need to compete in the global economy. It is the first legislative reform of the public workforce system in 15 years.
WIOA is a federal program administered in South Carolina through the Department of Employment and Workforce and through 12 Workforce Development Areas throughout the state. A statewide board appointed by the Governor and comprised of business owners, state government officials, educators, and private citizens guide policy for all WIOA-funded programs. WIOA programs help businesses meet their need for skilled workers and provide individuals with access to training that helps them prepare for work.
The Upper Savannah Council of Governments (USCOG) in conjunction with Eckerd administers the WIOA Adult and Dislocated Worker Program to prepare eligible customers through a network of employment, training, and educational resources that help bridge the skill gap and qualify job seekers for careers with Upper Savannah Region’s top employers. Services include comprehensive career assessment, career planning, tuition assistance for approved training programs and on-the-job training.
Upper Savannah WIOA (WIOA) services are designed and governed by the Upper Savannah Workforce Development Board (USWB), which is representative of the seven counties, government agencies, education, and local businesses. The USWB maintains a business majority and is chaired by business representatives. The WIOA is a strong and vital economic development tool that benefits local businesses and job seekers on all levels.

+Adult Education and Family Literacy Act
The office of Adult Education strives to assist adults in the completion of a secondary school education; become literate and obtain the knowledge and skills necessary for employment and self-sufficiency; and assist adults who are parents to obtain the educational skills necessary to become full partners in the educational development of their children.

+Vocational Rehabilitation
The Vocational Rehabilitation program helps individuals with disabilities find employment. Services offered include rehabilitation, counseling, diagnostic and evaluation services, physical restoration, artificial appliances, training and placement.
+Veterans Employment & Training Services
SC Works representatives are available to help transition veterans into the workforce. Local Veteran Outreach Specialists (LVER) and Disabled Veteran Outreach Specialists (DVOP) are trained to provide intensive employment services to all veterans, including job search workshops, labor market information, direct job referrals, information about special veteran programs, and career and employment counseling.

Through this program, farm worker applicants receive counseling, testing, training and job referral services

+Piedmont Technical College: Educational Opportunity Programs
Piedmont Technical College’s Educational Opportunity Programs consist of several federal grant programs. These grant programs, known as TRIO programs, are educational outreach programs targeted to serve and assist students enrolled in non-traditional careers, low-income, first-generation college students, and students with disabilities to progress through the academic pipeline from middle school to college programs. The programs are designed to assist students in overcoming barriers to higher education and provide participants with ongoing support in counseling, academic guidance, tutoring and assistance with applying for financial aid.

The Division of Employment Services (ES) is responsible for the administration of federal programs which provide funding and services to help businesses meet their needs and for skilled workers and individuals to secure training to prepare for work.
+Senior Community Service Employment
Goodwill helps low-income seniors with multiple barriers to employment, get the training they need to find good jobs in their local communities.
+Department of Social Services: Temporary Assistance for Needy Families
The mission of the SC Department of Social Services (DSS) is to efficiently and effectively serve the citizens of South Carolina by ensuring the safety of children and adults who cannot protect themselves and assisting families to achieve stability through child support, child care, financial and other temporary benefits while transitioning into employment.
+Unemployment Insurance
Unemployment Insurance (UI) is a nationwide program created to financially help eligible workers, who are unemployed through no fault of their own, while they actively search for new work.
+South Carolina Commission of the Blind
The South Carolina Commission for the Blind helps blind and visually impaired residents of our state gain independence and take advantage of opportunities for financial advancement.
